This document looks at the motives behind adopting systematic student assessments as an integral part of education policy in certain states in Brazil. It discusses whether, and to what extent, these first high-stakes accountability polices might be copied in other parts of the country. Brooke also discusses alternatives to low-stakes assessments, such as using results of assessments to provide information about the quality of particular schools, but without those results having financial or professional consequences for the teachers.
