Andean Working Paper - This paper, written by Sabine Kurtenbach, principal researcher at the Instituto de Estudios Iberoamericanos in Hamburg, Germany, reviews the role that Europe has played, and continues to play, regarding Colombia’s conflict. Kurtenbach points out the key differences in approach and strategy between Europe and the United States, but emphasizes a set of shared goals. She also identifies the prospects for further convergence and collaboration on policy questions such as human rights, drugs, and social development in the coming period of international support to help Colombia move towards an enduring peace.
